Is there a magic number on how many times you try the same individual for requesting a meeting? And when do you know to move on to the next person about securing a meeting?

What is the best way to even reach someone? No one seems to reply to voice mails, e-mails, text messages, messaging through Linked-In, etc. If you can’t even talk to them you have no chance of getting the meeting.
